Richard Machanoff

Richard Machanoff is an Information Technology leader with diverse, executive-level experience and a talent for identifying business requirements and delivering innovative IT solutions. As a technology strategist, he works with top leadership to expand company capabilities and continuously improve efficiency. He has a track record of developing and implementing technology strategies that support organizational goals and streamline operations. His career highlights include:

  • Building professional, reliable IT organizations from the ground up, architecting infrastructure and deploying business tools that generate significant savings.
  • Designing and implementing systems that improve collaboration and deliver more accurate data to support core business functions.
  • Developing disaster recovery and business continuity plans that ensure ongoing operations and meet stringent regulatory and company policy requirements.
  • Launching new telecommunications systems to reduce costs and improve connectivity across offices worldwide.
  • Managing multi-million dollar budgets and up to 200 staff involved in executing complex projects.

Mr. Machanoff began his career as a staff research scientist at the Biology Division of Oak Ridge National Laboratory where he conducted research for 17 years. He has published over 60 research papers and presented talks at more than 40 national and international conferences.

In 1990, Mr. Machanoff joined the US Department of Energy (DOE) Hazardous Waste Remedial Action Program (HAZWRAP) where he was a Program Manager and the division’s Senior Technology Manager. While at HAZWRAP, Mr. Machanoff was a scientific adviser to the DOE Office of Science and Technology, and was the functional design architect for the Advanced Integrated Information Management System. While at HAZWRAP he received several awards for significant events and significant achievements for his project work.

He joined Pacific Western Technologies (PWT) in 2001 where was the Director of the IT Division and the Chief Information Officer. While at PWT, he led the team that developed the Integrated Information Visualization management System (I2VMS) and the web-based GIS-management tool – aMap which were implemented for the Minnesota Army National Guard and for the Navajo Nation Division of Community Development.

Mr. Machanoff joined Visionary Solutions, LLC in 2005 as the CIO where he developed and implemented an IT strategy to architect the IT infrastructure and business systems. He implemented SharePoint and Quality Incident management, document management, and transportation logistics systems.

He recently completed an engagement as the Director of IT for Global Operations at the International Partnership for Microbicides, a nonprofit pharmaceutical with 4 offices on 3 continents. He established ITIL best practices and developed and implemented a strategic plan for IT infrastructure, business systems, FDA compliance and disaster recovery. He has served on the Technology Advisory Council of InsdeNGO.

Mr. Machanoff holds a B.S. in microbiology, biochemistry, and chemistry from the University of Tennessee, Knoxville and an M.S. in molecular genetics from the University of Tennessee Oak Ridge Graduate School of Biomedical Sciences, Oak Ridge. He is ITIL Foundations certified. He currently holds an active USDOE Q clearance.
